Often his clumsiness leaves him in evidence.

Lagini isn't smart and capable enough to make it to Inspector, so she probably had to use some "favors" to get there.

Despite his incompetence and how easy it is to expose him, he has a relatively privileged position at Police since he is a perfect helpful minion of his superiors.

In the group he leads, he has enough subordinates capable of taking over the job, so Lagini only has to worry about being assigned important cases to improve his reputation.

He is always interested in Arphen's affairs, no matter how insignificant, because he knows that information is power: every morning, and thanks to Lagini, there is never a cup of coffee on the table at his imposing office room.
