He is Falcon's father. He has a wife and had a youngest daughter, Iudy, who died of cancer.
His relationship with his son has never been good, perhaps because they are too similar.
Brocci is in the Zone E's Second Police Station, of which he is the highest command. It is the same police station where Minato, Toru and Kota were, as well as the other 2 policemen who were also killed by Bloody Yuki.
Above him stands General Commissioner Ishii Arphen, and it is common for him to have to meet with the Zone's Brigade Coordinating Commissioners, such as Dynamo, and with the Commissioners of the rest of the Zone Police Stations.
He gave Minato's group the opportunity to drop the case, which would be turned over to the Special Squad, but Minato decided to go ahead. Since the case was confidential, Brocci did not know the contents of the investigation, but after Minato's death, Brocci had to personally take charge of contributing everything investigated about Bloody Yuki at the trial, and was not able to get his conviction.
Of course, Brocci finds out that Falcon is joining Koichi's group, and that Koichi is still investigating Bloody Yuki unofficially. At first Falcon does not ask for the confidential information about the case, probably out of pride, but it is not clear that Brocci would provide it to him.
Despite having sided against Bloody Yuki at the trial, Brocci is still alive, at least for now.
