Ishii Arphen

Firm and serious. He has earned everyone's respect.

Police-wise, it prevails throughout Zone E with an absolute mandate: contravening him is not a good idea. He does not tolerate insubordination or incompetence.

In addition to being very intelligent and knowing how to timely dispose of all the policemen under his charge, he has cultivated his physique to be relentless if he gets involved in any violent conflict.

His father, Ishii Arsen, was also a General Commissioner of Zone E, but it is not a hereditary position: Arphen has earned it. Arsen died many years ago, but he knew how to guide his son across the winners's path.

Raised by his father from a young age in discipline and in the art of leading others, Arphen always knows what he wants and what he has to do to get it.

He joined the police as an Inspector and soon rose to the top in no time. He is currently one of the 5 General Commissioners, responsible for an entire Zone, the E, where he has managed to considerably reduce crime.

Both his superiors, political officials, as well as his subordinates and other civilians who are aware of who he is, fully respect his police work. However, the scandal of the serial killer Bloody Yuki is one of his biggest embarrassments, since the case has been closed without culprits.

Regarding Koichi, he dislikes the simple presence of him, since he does not seem to show him the respect he deserves and walks around the Police Station with a hat. However, he allows her to dedicate herself unofficially to tracking down Bloody Yuki: he is also interested in resolving that matter.

He has a daughter and also a son, Ishii Arxer, who is a Police Officer and who has an equally promising future. In fact, Arxer has a more charismatic presence than Arphen and a less rigid character that might push him further.
